The Quebec government has announced the lifting of restrictions for some of the areas included in the perimeter of the area of intervention special (ZIS), which prohibits the reconstruction and new construction in the flood zones 0-20 years.
Following the analyses carried out by the ministry of municipal Affairs and Housing and the ministry of the Environment and the Fight against climate change, two projects of ministerial decree was published last week in the Gazette officielle du Québec.
The municipalities concerned by these projects are mainly islands or beach towns located in the west island of Montreal. Thus, Sainte-Geneviève, Pointe-Claire, Senneville, Sainte-Anne-de-Bellevue, Baie-D’urfé, Beaconsfield, Vaudreuil-Dorion, Dorval and ile, Ile Perrot and Pincourt are not anymore restricted by the ZIS.
Other cities excluded from the scope are on the south and north of Montreal, near the St. Lawrence river, particularly in Beauharnois, Saint-Étienne-de-Beauharnois, Châteauguay, Léry and Saint-Louis-de-Gonzague, Pointe-Calumet, Coteau-du-Lac, Canton of Dundee, and Valleyfield.
It must be remembered that Léry, Beauharnois, l’ile-Perrot, Pincourt, Vaudreuil-Dorion and Senneville have declared a state of emergency in the spring of 2019.
Requests of municipalities
The minister of municipal Affairs and Housing, Andrée Laforest, says it is important to be responsive to the citizens affected by the ZIS, ” because they are the ones who are on the ground. In recent weeks, she said, my government has repeatedly stressed that adjustments could be made if the municipalities submitted their applications to the ministry of municipal Affairs and Housing prior to August 19, 2019. The analysis of the applications will continue. Besides, the analysis of those who have been at the heart of the meeting today is very advanced. And I can assure you that we will respond to comments received in the shortest possible time. “
The ZIS is in place until a new normative framework was adopted by the government and incorporated into development schemes and municipal by-laws. The accountability made by the MRC, the government will also bear witness to the good administration of the ZIS.
The area of intervention special delimits the territories which were flooded by the spring floods of the last few years. Among the municipalities that were included in the ZIS, 312 have suffered flooding, in 2017 or in 2019.
The municipalities that are part of the ZIS have until 19 August to submit their application for adjustment.
